Alejandro Musso, born in Argentina, is a lawyer and currently serves as commanding prosecutor of the Specialized Unit for Cybercrime Investigation of the Judicial Department of San Isidro, Province of Buenos Aires. This unit was created in February 2023 to ensure security in matters related to crimes and technological criminality.

The organization is led by Prosecutor Musso, who is a lawyer specialized in high technology law and criminal law from the Catholic University. Also known as “UFECI”, the unit intervenes in cases, assists prosecutors and fiscal units, trains future agents or prosecutors in technological crimes, and provides resources on technological development.

Above all, the creation of the Fiscal Unit in San Isidro responds to the rise in technological crimes. The organization led by Musso aims to mitigate these organized crimes and bring peace of mind to society. It was introduced by the general prosecutor’s office of the Public Prosecutor’s Office of the Province of Buenos Aires. Through various provisions, the unit is authorized to investigate crimes involving confidentiality violations.

“We are the first fiscal unit for property-related cybercrime in the Province of Buenos Aires,” said Musso, emphasizing the fiscal unit he leads. On multiple occasions, when technological crimes, bomb threats, or other events related to the field occur, Musso is contacted to explain how these situations are handled.

To understand Musso’s work, a fiscal unit is a state body that investigates crimes in general, something the lawyer clarified: “We no longer investigate computer crimes or cybercrimes; we investigate all crimes that are supported or sustained by technology. Almost every fiscal unit should be doing this by now,” he stated.

The lawyer specialized in criminal law noted that “training is essential,” although he admitted it is “not something simple.” Despite the brief history of the cybercrime unit, Musso highlighted “the powerful things done so far” and said that “they are very well trained.”

It is no surprise that Musso has specialized in high technology law. With over 20 years of experience in the judicial field, he warned about the abundance of “lawyers in the judiciary” and the shortage of “more technical and IT-oriented lawyers.” Faced with the growing number of technological crimes, the prosecutor emphasized the need for lawyers who are experts in technological development and related cases.

The creation of the cybercrime fiscal unit is both a novelty and a significant advancement in the field of technological crimes. Musso has led the public body’s unit since 2023 and has resolved several cases of organized criminality, including the “Tenevoy” case.

Tenevoy case: Musso’s role

The Tenevoy operation is a case concluded a few months ago, in which more than 600 billion pesos were found to have been embezzled by individuals involved in cybercrime. Three companies were harmed, and after 16 raids across the city of Buenos Aires and the province—with the cooperation of the justice system—the case led by Prosecutor Musso was successfully carried out.

The Investigation Department of San Isidro of the Buenos Aires provincial police led the case and the raids. They found the suspects after several reports warned of suspicious millionaire movements. Through actions involving malicious software and the conversion of physical money into cryptocurrency, the police seized the funds—exceeding 600 billion pesos—and several electronic devices.

Most of the procedures were carried out in the capital, something Musso understands due to the centrality of the area: “Obviously, in Buenos Aires, we are always physically closer to everything related to training.” In another interview, the lawyer emphasized the importance of constant training in response to the new “methods used by criminals,” noting that “it is not like traditional crime.”
